Can a person be charge with this, and or can they make money from what they recorded by selling it to news media
If there was someone having some type of medical problems in a casnio and that the casnio employees start to give that person Cpr while the person lay on the floor, and some concern casnio guess take their phone out to record the action, and then the casnio security come to that person who is recoding and tell them to erase he video from their phone, but that person don’t actually erase the entire video, can that person be charge with a crime for just recording someone getting a cpr in the casnio, and or can that person sell the video to new media without being charge with a crime?

I do not see a crime here. There maybe an agreement you made when entering the casino about using photos or videos. If this is true then you may be sued.
