Why do some U.S. Citizens believe others do not have the right to bear arms?
The 2nd Amendment includes the phrase “the right of the people”, and the 2nd Amendment says, “the right of the people.” The phrase “the right of the people” cannot have two different meanings.

This question is more of an opinion than statement of fact. Many people believe the law needs to be changed, others rely upon the phrasing and commas
“A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” If you examine the text the right of the people to bear arms is dependent on the need for a well regulated militia. This means guns are only allowed for a militia purposes. SCOTUS thinks otherwise. Read the Heller opinion to get both sides of the issue.
