This is an old law school question. The real question is, are you planning a murder of a specific person or making up a hypothetical perfect murder. If a person plots the murder of another and make substantial steps to prepare to commit said murder, such as an overt act, then they can go to jail for attempt. If they plan with another then they are guilty of conspiracy.
