What do we need to do to file in small claims court?

A merchant in Loveland, CO is rebuilding a car for me to replace a car of mine stolen from his facility in 2011. We have two contracts signed stating the car will be completed by October 2012 which he failed to honor and a second contract dated March 2014 that he failed to honor. He still has the car and will not finish the work. We wish to sue him for breach of contract and consumer fraud in small claims court. How do we go about it? Do we need an attorney present?
