Is it legal for a debt collector to offer a settlement, garnish your wages, and still demand the same amount of money to settle?

My husband received a settlement offer from a debt collector on 6-6-16 for $3100 and it stated we had until 6-29-16 to respond. However, they garnished our bank account $1200 on 6-8-16. When I called today to settle, they stated I had to pay the full $3100 even though they just took $1200 out of my account. Is that legal?

They most certainly can, the offer was open and still appears to be open. Accept it and demand your money back.
