I have not been able to re-register the vehicle due to it overheating from a cracked radiator, when a GEICO customer hit me head-on over a year ago. The car, a Honda Accord, had a partially flat front tire. I was also issued a citation for a boat and trailer, which I had just parked on my driveway to do work on before re-registering it. The boat was obtained free of charge from a local charity that fixes up donated homes to give to poor families. A utility trailer was also cited for having expired DELAWARE tags displayed – I’ve lost the stickers due to complications of having to contend with a myriad of other issues, alone, due to my mentally disabled wife’s abandonment of me and our house.

It is in the state and does not have proper registration and can be seen from the street. They are certainly able to issue that citation. You need to get it properly registered.
