How can I reinstate my drivers license with multiple suspensions all due to toll violations?

I have roughly 40 court ordered suspensions from 2009-2010 from unpaid toll violations. Many of them were 25 cent tolls that becam 250 dollar fines. I have spoke to many ticket clinics and they have been no help. I filed to get the cases put back on calender myself but was told because they were in collections now they could not be put back on calender and if I simply paid them in collections due to the points that would be involved my license would still be suspended. At this point I am able and willing to pay the $4000 fees in collection but only if after I will have a valid license? Is there any relief in this situation or am I stuck with a suspended license for the rest of my life?
Sidenote I have been ticketed and arrested for driving with a suspended license 3 times each time the case is handled so the only cases still active are the tolls.

You must clear up all of your old tickets before you can have your suspension lifted. Hire an attorney and start winding these up to get your license back before you get any more DWS’s. This problem will only fester and get more expensive the longer you wait.
